Drainage problems

Does anyone else have a problem with drainage?  We keep having a "lake" develop in our back yard any time we have moderate to heavy rain.  It appears the drainage to the other side of lake road has either collapsed or has been clogged somehow.  I was trying to figure out how to try to resolve this problem.  3-5" of water is not acceptable but I don't know who to talk to about resolve city / county maintained ditch issues.  If anyone has a suggestion, it would be appreciated.

Please notify the city, granted I don't live back there, but I feel that I'm the only one complaining about the drainage issues. I'd like to see if they can divert some of the water to the 'pit'. Now I will tell you that they'll just give you the run around. The two answers that I got regarding the area that I live in is either TXDOT and/or the Army Corp of Engineers needs to be involved. Either way, it is the cities responsibility to take care of the problem. Oh, another option that I've done in the past and will start doing again is to go the city council meetings and bring it up EVERY time. I believe the next meeting is this Tuesday.
